Several methodologies for risk assessment have been proposed in the past 20 years. Only some of them mention intersectoral interdependency analysis as an integral component for calculating risk factors.

Our project is focused on development of the integrated GIS (Geographic Information System) containing infrastructures from several sectors in one EU member state. Subsequent phases involve interdependency-based criticality and risk modelling and assessment. Computer model will be able to identify all intersections of infrastructures from the transport sector (road, rail, air and sea), energy sector (oil, gas and electricity) and related ICT sector.

For each intersection, specific numeric factors reflecting its relative criticality will be calculated. Geographic areas of dense multi-infrastructural intersections will be examined closely. The most critical and risky intersection points and areas will be visualized in 3D space. The most critical and risky cross-border infrastructural links will be identified and analysed based on the sectoral and cross-sectoral infrastructural attributes, derived calculations and graphic representations. This way, not only internal interdependencies in one EU member state will be addressed, but also international cross-sectoral interdependency. From these perspective interdependancies  Slovenia - Croatia and Slovenia - Germany will be assessed.

 


Deliverables:

D1: Integrated, multilayered and interactive GIS for the sectors of transport, energy and related ICT networks in Slovenia (GIS application, methodological description of its composition, workshops with experts).

D2: Integrated computer simulation model/tool for interdependency-based criticality and risk assessment (computational program module and its methodological description).

D3: Interdependency-based criticality and risk assessment for one EU member state (Slovenia).

D4: Workshops at national level (with relevant national sectoral experts) and international level (with relevant operators and policy makers from other EU member states).

D5; Identification and assessment of critical and risky cross-border infrastructural links based on the sectoral and cross-sectoral infrastructural attributes, derived calculations and graphic 3D representations.

D6: Dissemination of results (best practices) on project website and proactively to relevant national and international publics.

 

Dissemination strategy:

- Web page information on the project, current activities and preliminary results.

- Shaping short project information and proactive distribution to the relevant policy actors, experts and infrastructure owners and managers.

- Presentations of papers at national and international conferences and workshops.

- Professional articles published in journals, magazines and newspapers.
